On the next day, Moses sat to judge the people, and the people stood around Moses from the morning to the evening. When Moses’ father-in-law saw all that he did to the people, he said, “What is this thing that you do for the people? Why do you sit alone, and all the people stand around you from morning to evening?” Moses said to his father-in-law, “Because the people come to me to inquire of God. When they have a matter, they come to me, and I judge between a man and his neighbor, and I make them know the statutes of God, and his laws.” Moses’ father-in-law said to him, “The thing that you do is not good. You will surely wear away, both you, and this people that is with you; for the thing is too heavy for you. You are not able to perform it yourself alone. Listen now to my voice. I will give you counsel, and God be with you. You represent the people before God, and bring the causes to God. You shall teach them the statutes and the laws, and shall show them the way in which they must walk, and the work that they must do. Moreover you shall provide out of all the people able men which fear God: men of truth, hating unjust gain; and place such over them, to be rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens. Let them judge the people at all times. It shall be that every great matter they shall bring to you, but every small matter they shall judge themselves. So shall it be easier for you, and they shall share the load with you. If you will do this thing, and God commands you so, then you will be able to endure, and all these people also will go to their place in peace.” So Moses listened to the voice of his father-in-law, and did all that he had said. Moses chose able men out of all Israel, and made them heads over the people, rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens. They judged the people at all times. They brought the hard cases to Moses, but every small matter they judged themselves.

“You shall not spread a false report. Don’t join your hand with the wicked to be a malicious witness. “You shall not follow a crowd to do evil. You shall not testify in court to side with a multitude to pervert justice. You shall not favor a poor man in his cause.

“You shall not deny justice to your poor people in their lawsuits. “Keep far from a false charge, and don’t kill the innocent and righteous; for I will not justify the wicked. “You shall take no bribe, for a bribe blinds those who have sight and perverts the words of the righteous.

You shall not show partiality in judgment; you shall hear the small and the great alike. You shall not be afraid of the face of man, for the judgment is God’s. The case that is too hard for you, you shall bring to me, and I will hear it.”

You shall make judges and officers in all your gates, which the LORD your God gives you, according to your tribes; and they shall judge the people with righteous judgment. You shall follow that which is altogether just, that you may live and inherit the land which the LORD your God gives you.

If there arises a matter too hard for you in judgment, between blood and blood, between plea and plea, and between stroke and stroke, being matters of controversy within your gates, then you shall arise, and go up to the place which the LORD your God chooses. You shall come to the priests who are Levites and to the judge who shall be in those days. You shall inquire, and they shall give you the verdict. You shall do according to the decisions of the verdict which they shall give you from that place which the LORD chooses. You shall observe to do according to all that they shall teach you. According to the decisions of the law which they shall teach you, and according to the judgment which they shall tell you, you shall do. You shall not turn away from the sentence which they announce to you, to the right hand, nor to the left. The man who does presumptuously in not listening to the priest who stands to minister there before the LORD your God, or to the judge, even that man shall die. You shall put away the evil from Israel. All the people shall hear and fear, and do no more presumptuously.

One witness shall not rise up against a man for any iniquity, or for any sin that he sins. At the mouth of two witnesses, or at the mouth of three witnesses, shall a matter be established. If an unrighteous witness rises up against any man to testify against him of wrongdoing, then both the men, between whom the controversy is, shall stand before the LORD, before the priests and the judges who shall be in those days; and the judges shall make diligent inquisition; and behold, if the witness is a false witness, and has testified falsely against his brother, then you shall do to him as he had thought to do to his brother. So you shall remove the evil from among you. Those who remain shall hear, and fear, and will never again commit any such evil among you. Your eyes shall not pity: life for life, eye for eye, tooth for tooth, hand for hand, foot for foot.

He set judges in the land throughout all the fortified cities of Judah, city by city, and said to the judges, “Consider what you do, for you don’t judge for man, but for the LORD; and he is with you in the judgment. Now therefore let the fear of the LORD be on you. Take heed and do it; for there is no iniquity with the LORD our God, nor respect of persons, nor taking of bribes.”

A Psalm by Asaph. God presides in the great assembly. He judges among the gods. “How long will you judge unjustly, and show partiality to the wicked?” Selah. “Defend the weak, the poor, and the fatherless. Maintain the rights of the poor and oppressed. Rescue the weak and needy. Deliver them out of the hand of the wicked.”

No, but you yourselves do wrong and defraud, and that against your brothers.
